- Tenders are invited for Summative Evaluation: Partnership for Digital Learning and Increased Access (PADILEIA) The specific objectives are: To assess whether PADILEIA increased higher education access for refugees and disadvantaged host communities, outlining the reasons underlining these achievements/non-achievements To assess whether the knowledge transferable skills gained through PADILEIA contributed to student-s successful onwards transitions (Higher education, employment, further study), or could do so in the future And to assess to what extent PADILEIA enhanced student-s agency/self-efficacy The Consultant(s) will also: Assess to what extent did PADILEIA-s connected learning approach enabled these outcomes Specific objective four will encompass an evaluation of PADILEIA-s learning environment(s) covering the relevance, responsiveness, and effectiveness of PADILEIA-s learning environment design. This evaluation would assess best practice, document lessons learnt and explore trade-offs in design choices encompassing the following themes: Student support structures, assessing the relevance, effectiveness, and impact of student support structures in increasing access across all delivery modes Open educational resources and platforms Higher education delivery remit, bridging programme design and student level Form of learning delivery The Consultant (s) will document lessons learnt from each of the diverse offerings from the programme and provide practical recommendations for future programming, as well as exploring whether there were any positive or negative unintended/unexpected effects resulting from the programme. The appointed consultant/team will work with the Coordination Unit to review and revise these objectives during the inception period TIMEFRAME, LOGISTICS AND RESOURCES Any primary data collection should be completed by 31st of July 2021. Deadline for submission of the final report is the 31st of August 2021. All taxes, allowances and incidentals, travel and supplies necessary for delivering the evaluation must be included in the budget proposed. If travel is proposed internationally or regionally, please include a risk management plan addressing COVID-19 safety and likely ongoing travel restrictions.
