- Tenders are invited for Provision of Third-Party Logistics Services (3PL). GLOBAL TENDER FOR THE PROVISION OF THIRD-PARTY LOGISTICS SERVICES (3PL) SCI is calling for suitably qualified and interested parties to bid as part of a negotiated tender process for the provision of global third-party logistics services (3PL) to cover largely Air and ocean freight forwarding & clearance, inbound transportation, and from time to time as required Air Charter and Warehousing services, across our operating areas throughout the contract duration. PROJECT OVERVIEW AND REQUIREMENTS 2.1 PROJECT OVERVIEW Please see below a summary of the requirements for which Save the Children invites you to bid on. Item Description Country Global reach implemented through our five operating regions primarily Asia, East & Southern Africa, West Africa and Middle East For more information on the countries SCI operates in visit www.savethechildren.net Description of goods or services SCI is calling for suitably qualified and interested parties to bid as part of a negotiated Open tender process for the provision of global third-party logistics services (3PL) to cover largely Air and ocean freight forwarding & clearance, inbound transportation, and from time to time as required Air Charter and Warehousing services, across our operating areas throughout the contract duration. (Refer to Schedule 3 -Geographical coverage and warehouse capacity) Duration Successful Tenderers will be expected to enter into a service agreement with SCI for an initial period of 3 years. The continuation of the contract upon completion of the initial period will be subject to satisfactory annual performance up to a maximum further period of 2 years Agreement Type 1) The successful 3PL(s) will be awarded a ‘Non-Fixed Price Framework Agreement-. Within the Framework Agreement the terms of supply (e.g., indemnities, liabilities, warranties etc.) shall be agreed, as will the conditions of supply (e.g., specifications, lead times etc.). The Framework Agreement does not commit SCI to any purchases but will govern all future purchases which will be completed under separate Purchase Orders. C. AWARD CRITERA SCI is committed to running a fair and transparent tender process, and ensuring that all bidders are treated and assessed equally during this tender process. Bidder responses will be evaluated against three categories of criteria: Essential Criteria, Capability Criteria, and Commercial Criteria. These criteria have been especially created to help SCI determine which bidder is able to offer the best quality and most commercially competitive solution to meet our needs and deliver the most effective programming to our beneficiaries. 3.1 ESSENTIAL CRITERIA These are criteria which bidders must meet in order to be successful and progress to the next round of evaluation. If a bidder does not meet any of the Essential Criteria, they will be excluded from the tender process. This criterion is scored as Pass or Fail and will not be evaluated against capability and commercial criteria. 3.2 CAPABILITY CRITERIA These are criteria will used to evaluate the bidders- ability, skill and experience in relation to the requirements of SCI. All bids which pass the Essential Criteria will be evaluated against the same pre-agreed Capability Criteria, which will have been created by a committee of representatives from SCI. 3.3 COMMERIAL CRITERIA These criteria will be used to evaluate the commercial competitiveness of a bid. All bids which pass the Essential criteria will be evaluated against the same pre-agreed Commercial Criteria, which have been created by a committee of representatives from SCI. All Capability and Commercial Criteria will be weighted accordingly to reflect their importance. The Commercial Criteria will account for at least 30%.
