Description : Common and enabling tasks •Considering how much of the existing freight traffic can or must be managed: -wholly by electrified freight trains, -wholly by self-powered vehicles, or -by a practical combination of both traction methods. •Considering the issues and constraints for track sections extending off the mainline GB rail network that are neither owned nor operated by Network Rail. Such may include the practical and economic constraints for electrification on these sections, or other factors which mean that access to electrification is limited or effectively not available, and where self-powered options may be needed. •Assessing the impacts of the rollout of electrification on transitional arrangements for freight traction. •Considering the absolute need for some form of thermal traction within the future freight traction mix. •Reviewing estimates of future rail freight growth.
