  • Request for proposals are invited for Final Evaluation of Comic Relief-s Maanda Gender Justice Programme In 2013, the Department for International Development (DFID) - now the Foreign, Commonwealth and Development Office (FCDO) matched £16 million of public donations to Comic Relief-s Red Nose Day 2013 appeal, creating a £32 million portfolio focused on gender justice which aims to improve the opportunities and wellbeing of women and girls in Sub-Saharan Africa. In 2018 an additional £5.5 million was added (£5million from the FCDO, £500,000 from Comic Relief) to enable the programme to be extended to 2024. The programme is informed by an empowerment framework, developed early in Phase One. More detailed theories of change on violence against women and girls and gender equality and women-s empowerment have shaped Phase Two. These reflect an understanding that in order to achieve transformational change in lives of women and girls, the programme must: Promote transformative structural change at multiple levels (public and private spaces - individual, household, community and societal levels); Explicitly tackle negative social norms around gender, power and violence, but also broader ideas, attitudes and values which shape and inhibit women and girls- accessing their rights. The intended impact, outcome and outputs for the programme are as follows: Impact - Improved opportunities and wellbeing for women and girls in sub-Saharan Africa; Outcome - A diverse range of CSOs have the capability to improve the wellbeing (health, education, economic opportunities, leadership, prevention of violence) of women and girls in Maanda target countries; Output 1 - Comic Relief grant making and management supports funded partners to deliver their planned activities and outcomes; Output 2 - Comic Relief support enables funded partners to address organisational capacity gaps. The programme is delivered through funded partners: a mix of national NGOs and UK-based INGOs working in partnership with local NGOs. In total there are 35 discrete Maanda projects (covering Phase One and Phase Two), the earliest ending in 2016, the latest ending in 2024. Review Rationale and Learning Questions The purpose of this evaluation is to assess the achievements of the Maanda Programme and Comic Relief-s approach to grant making and management in producing these. To do this, the evaluation will focus on addressing the following objectives: To assess the relevance and effectiveness of the Maanda Programme; To understand how funded partners- projects improved women and girls- lives, and how interventions have aligned with and/or responded to the changing priorities, needs and practical requirements in their operating environment To understand the effectiveness of Maanda Programme in relation to the programme-s outcomes, the empowerment frameworks and theories of change; To assess whether the programme created the conditions for sustainability for its funded partners- projects. To assess the effectiveness of Comic Relief-s grant making and management approach (this question will cut across the other four). Approach and Timeline The final evaluation of the programme will involve at least five phases running from June 2021 to early 2024. We would encourage proposals to outline how they will manage the longer-term nature of the evaluation to ensure that data is effectively captured from both phases of the Maanda Programme. In addition, the consultant(s) will need to coordinate with the evaluation team of the Comic Relief All in All Learning Programme, which will be running at the same time as this. We expect to bring both evaluation teams together every 6 months, remotely, to update on approach, progress and findings. Budget Budget available: GBP 100,000 including VAT (if applicable) to cover all fees and expenses for all phases of the evaluation. Agreed expenses can be claimed against receipts. Value for money will be considered when analysing the tenders, however for us this means the most effective and efficient use of the budget given, not the lowest cost tender. Applicant-s Profile and Competencies Sound and proven experience in conducting evaluations and assessments for multi-country grant-funded programmes, preferably with experience of conducting a phased evaluation of a large scale programme; Significant and demonstrable technical knowledge and experience of gender, violence against women/girls and feminist monitoring and evaluation methodologies; Experience in facilitating learning and participatory processes to validate and integrate research findings into actions; Ability to clearly communicate accessible findings and recommendations to a variety of audiences and stakeholders, i.e. without using jargon; Experience of working in sub-Saharan Africa and strong, demonstrable understanding of the context. In line with our approach to fund those closer to the people directly affected by the issues, a greater weighting in scoring applications will be applied for those based within sub-Saharan Africa and who are led and driven by people from affected contexts. We believe that this will help to ensure we do not fall back into pre-conceived assumptions, and instead live our values of shifting power and amplifying local voices.
