- Tenders are invited for Consultant, Developing Capitation Expenditure Guidelines for Health Centers and Health Posts. The Objective of This Assignment Is to Develop Guidelines that Outline how Health Centers and Health Posts Should Spend and Report Their Capitation Amounts Towards Improved Quality of Service Delivery. the Specific Tasks Include: -Document the current primary health care facilities expenditure practices -Set out a clear mechanism and guidelines for health facilities on how they should spend their capitation funds -Set out a mechanism to ensure that the capitation amount is spent on what it is intended by defining how much (cap %) of the capitation funds should be allocated to the various essential services, medical products and consumables -Define a format/framework for reporting the capitation expenditure -the guidelines should specifically include a standard reporting template for claims preparation and submission. Scope of Work: This assignment for the consultant will focus on the following activities: -Review of relevant national policies, guidelines, systems and documents including the National Pharmaceutical Product Pricing, medical product supply and payment systems and cost containment guidelines to draw useful inputs. -Assess the planning, budgeting and expenditure mechanisms of facilities to map out their gaps and best practices so that they can be adapted for the guidelines. -Define a mechanism on how facilities should spend their capitation money, including how much should be allocated for medicines and consumables, and for direct services. - Develop a template for facilities to report their capitation expenses.
