Abstract: The model the Council is seeking to implement aims to decouple the passive or physical fibre infrastructure from the services delivered on it, creating a market for fibre ownership beyond telecom companies, and allowing a range of investors who are familiar with infrastructure and property investments, including the public sector to invest. It also lowers the barriers of entry to market for service providers. These service providers include providers of internet service (ISPs) and also those who require access to data networks in order to deliver a range of services: mobile phone (5G) operators, wireless ISPs, security & CCTV through to education and health services.
