Effective State and Democracy in Zambia (ESDZ)
Project Description:-The UK Foreign, Commonwealth & Development Office (FCDO) will commence procurements for contract/s to deliver the Effective State and Democracy in Zambia (ESDZ). ESDZ aims to embed democratic values in Zambia`s institutions and practices and support an inclusive, effective state, which delivers poverty reduction and growth for all its citizens. The following reflects the current status of the programme: • There will be two separate tenders under this programme - technical assistance for strategic economic reform and grant fund management. • We anticipate the economic reform component (~£14m) to be procured first via an Open or Competitive Flexible procedure under the new procurement regulations, due for award Summer 2025. • The grant fund management component (~£20m) will be procured once the economic reform supplier has been appointed. The route to market will most likely be via Lot 7 of FCDO`s Global Development Delivery (GDD) framework. • Terms of Reference will be developed for both tenders after final approval of the Business Case. Draft Terms of Reference will be shared at the earliest possible opportunity and Early Market Engagement events for each tender will be held well in advance of publication.
