Description:
Please note that this procurement exercise is to appoint a single supplier for the provision of Delivery Assurance Services. This procurement is not for the large-scale digital transformation work.

The DVSA is responsible for the delivery of practical driving and riding tests, regulation of car driving instructors, regulation of Compulsory Basic Training (CBT) and the Direct Access Scheme (DAS) for motorcyclists, and is the Competent Authority for Driver Certificates of Professional Competence (CPC) for professional lorry and bus drivers, along with other functions.

DVSA plan to transform its Driver Services, including the digital and IT capability used to provide this service, under the DSP Project.

Briefly, the new digital platform will enable:

Test booking, management, and intelligent scheduling.

Register of driver-trainers, motorcycle instructors, Approved Training bodies, including how to find them.

Recording of training and driver lookup.

Delegated Examiner test booking.

Most of these capabilities are currently provided by a group of applications collectively known as the Test and Registration System (TARS).

In line with GDS/CDDO guidance for digital transformation, the DSP Project will be an Agile Project. We expect to focus on test booking, management and intelligent scheduling as the first phase of value delivery.
